ok the best higher damage per shot (and its kind of nuts atm) is
stalkers set = 35% damage afterward you reload, vitrify does not drop off
heartseeker ring = free crits and extra crit damage
hunters ring = extra weakpoint impairment
gunslingers charm = faster reloads, rate of burn down buff does not matter
Sniper Rifle/crossbow (crossbows projectile has travel time so it alerts guys burglarize does non)
